Report on data strategies for Europe

The problem

The European Commission is uniquely positioned to guide the efforts of member state governments. The EC’s Directorate General for Informatics (Digit) planned to build a data-centric public administration. They contracted the Lisbon Group and Public Digital for guidance on data strategies and technologies.

Data affects all aspects of the society and the economy – and public administration is no exception. Data is a fundamental resource for carrying out all government activities, from regulation to service provision. And governments everywhere and at all levels are investigating and experimenting with data-driven innovation.


What Public Digital did

  1. 1We conducted studies on pioneering data strategies, policies, governance and data technologies in the UK and New Zealand.
  2. 2We recommended that European Commission and member states start with user needs, work in the open, use open source, invest in data capability, keep ethical and transparency standards, iterate, break down silos
  3. 3We convened European Commission and member states to present the report, blogging about the project for Joinup.

What the European Commission achieved

Lisbon Council and the European Commission now have detailed and robust research on data strategies to guide the efforts of member governments. EU Member states should solve their own problems in their own ways, but some ways are better than others. Thinking collectively and collaboratively will be better for everyone in the long run.

The European Commission is using the work as an input to both their Big Data Test Infrastructure and their Digital Strategy.

Lisbon Council’s team presented the report at a series of international events with the participation of the European Commission leadership and other high-level representatives from OECD and most member states. The report will be published in Yannis Charalabidis’ forthcoming book, “Scientific Foundations of Digital Governance and Transformation”.
