Heather Lockley is a product specialist with over 10 years of experience in the public and private sectors and was recently a finalist in the UK’s Young Digital Technology Leaders Awards 2021.

An innovative and strategic thinker, Heather has a proven track record of developing and launching services, building Agile teams and working in all phases of a product lifecycle.

An expert speaker on the No.10 Innovation Masterclass programme, Heather shares her expertise and experience with private organisations and major projects in government. Her work on the UK's Kickstart Scheme was shortlisted for the Best Public Sector award at the National Technology Awards 2021.

She has played a key role as a Product Manager in Universal Credit, including the launch of a hypothesis and data-driven earliest testable service for Move to Universal Credit. Before this she held several roles in the UK Civil Service, including as a Private Secretary to ministers and, policy lead on a Brexit border policy, representing the UK at EU tax policy summits.
