Ross is a digital transformation and delivery leader with experience of major government programmes. He has served in senior digital roles in the Canadian, Scottish and UK civil services.
Ross led teams that established and scaled up the UK’s Government Digital Service and later the Canadian Digital Service. He was the product manager responsible for providing GOV.UK in over 50 languages, before progressing to Deputy Director where he oversaw a programme of nearly 300 staff across 20 teams who developed the platform to support over 18 million visitors every week.
Ross was the Government of Canada’s first Head of Product and later their first Director of Platform. He worked across major departments and agencies (including immigration, revenue, and economic and social development) and with various provinces and territories to deliver critical service needs.
He has led teams building and running products ranging from reporting cybercrime, issuing driving permits, and monitoring flows at borders.
He has also developed platform components to be used by multiple services concurrently, covering everyday transactions such as form filling, booking appointments, and issuing and receiving notifications.
Ross has written papers and posts on topics ranging from the impact of the internet on young people’s political participation through to how to hire for effective digital service teams.
